Forming shared
views…
COTAP attaches great importance to working
closely with key stakeholders in promoting the
professional development of teachers and school
leaders. This will enhance mutual understanding
and allow the formation of shared views on the
direction and strategies for Hong Kong to build a
vibrant teaching profession of excellence for the
betterment of students’ achievement and whole-
person development.
It has been widely acknowledged that the younger
generation will face increasingly complex challenges
in the 21st century, an era of unprecedented
technological advances, fast changes in economic,
social and political environments, intensified
impact of globalisation and keen international
competition. The fundamental question is how the
new generation can be better prepared for these
challenges through education. Developing and
sustaining a vibrant team of teachers and school
leaders of excellence will be an essential element
in helping Hong Kong students flourish, grow and
unleash their potential.
Through extensive literature reviews, sharing and
visits, COTAP has made reference to international
policies and good practices relating to the
professional development of teachers and school
leaders, especially those of high-performing
education systems. In-depth discussions with various
stakeholder groups have further helped COTAP
evaluate the relevance and applicability of these
20 policies and practices in the context of Hong Kong.
